It’s a bold and controversial experiment that Mayor Amir Kaan (Steven Sowah) and scientist Petra Schach (Maria Hofstätter) are launching in Rheinstadt. The rehabilitation program TRUST, led by Schach, promises “a world without prisons” — and Rheinstadt is set to be the first place to implement this vision. Hundreds of offenders are released from prison to be rehabilitated and reintegrated into society through the TRUST program. But can it succeed?

Petra Schach, 60, is a respected criminal defense lawyer, professor of criminology, and Germany’s most prominent advocate for the abolition of imprisonment.
